CITATION TO ACCOMPANY THE AWARD OF

THE AUXILIARY DISTINGUISHED SERVICE MEDAL

(GOLD STAR IN LIEU OF A SECOND)

TO

COMMODORE GENE M. SEIBERT

UNITED STATES COAST GUARD AUXILIARY

Commodore SEIBERT is cited for exceptionally meritorious service to the Government of the United States in a position of great responsibility as National Commodore from November 2004 to September 2006.  Exercising exceptional vision and exemplary leadership prowess, Commodore SEIBERT guided the Auxiliary to remarkable success and dedicated support of Coast Guard missions despite daunting challenges.  With superlative business acumen and organizational skill, he crafted an unprecedented Auxiliary Business Plan that enabled the Auxiliary to overcome considerable adversity which raised readiness and capabilities by clearly defining three fundamental Auxiliary watch-words, Ready - Responsive - Resolute.  Commodore SEIBERT's unwavering determination and confidence were essential to stemming the substantial loss of membership induced by the establishment of background checks for all Auxiliarists in 2004.  In spite of a declining membership, he led the Auxiliary to deliver more than 420,000 hours of annual operational effort, over 4.2 million hours of total annual Coast Guard mission activity, and a stellar performance in support of Coast Guard and Federal Emergency Management Agency response in the wake of Hurricanes Katrina, Rita, and Wilma.  Immediately following Hurricane Katrina, Commodore SEIBERT thoughtfully established Operation Life Ring which yielded over $125,000 in direct contributions to Coast Guard families devastated by these storms.  A consummate professional and team player, he was selected by the Commandant as the first Auxiliary member of the Coast Guard Leadership Council.  His steadfast vision and tireless advocacy inspired the Auxiliary to explore and establish revolutionary new fields of Coast Guard support including development of the Auxiliary dive program, Regional Examination Center assistance, and the Self-contained Mobile Auxiliary Response Team (SMART) concept.  Commodore SEIBERT's leadership, dedication, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.

COMMODORE GENE M. SEIBERT

UNITED STATES COAST GUARD AUXILIARY

Commodore SEIBERT is cited for outstanding meritorious service as the National Immediate Past Commodore from July 2006 to December 2007.  Applying unparalleled corporate insight and organizational skill as the Auxiliary’s first representative on the prestigious Coast Guard Leadership Council, Commodore SEIBERT clearly illuminated Auxiliary readiness and capabilities in support of the Commandant’s transformation and modernization initiatives.  An ambassador of organizational flexibility and mission support, he shepherded Auxiliary alignment with Coast Guard and Department of Homeland Security goals, objectives, and strategic intent.  As Chairperson of the Leadership Guidance Team, Commodore SEIBERT’s superb managerial and mentoring expertise were instrumental to the creation of the Auxiliary Leader Development Strategic Plan and Leadership Framework that established a comprehensive leadership continuum for the organization’s future elected and appointed officers.  Exercising similar As chairperson of the Auxiliary Long Range Study Team (LRST), Commodore SEIBERT has used his expertise and intimate knowledge of Coast Guard policy and direction to guide discussion of an appropriate organizational structure that will enable the Auxiliary to support the Coast Guard’s modernization of it command and control structure, for today and the future.  Profoundly dedicated to the professional development of others, he served as a lead instructor and curriculum developer for the Auxiliary Senior Officer Course, and delivered invaluable executive level training on change management, transition techniques, and protocol.  His unwavering allegiance and tireless efforts anchored the Auxiliary’s resolve to support and enable the Coast Guard to fulfill its mantra, “All HazardsAll ThreatsAlways Ready.”  Commodore SEIBERT’s ability, diligence, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
