On 13 Jan 1939, Rear Admiral Thomas Malloy was addressing a group in New York on the theme of small boat safety.  During the previous year, the Coast Guard had been charged by Congress to maintain pleasure craft safety standards.  They had reported 14,000 assistance calls from the pleasure boating public and 8,600 rescues.  At that time there were 300,000 registered motorboats and 4,000 sailing vessels.

The cornerstone of the Auxiliary’s safe boating mission is the Vessel Safety Check (VSC) program.  The VSC is a service that has been evolving since its inception in 1947 as the Motor Boat Examination program which was later renamed the Courtesy Marine Examination The first Vessel Examiner Guide was authorized in December 1953.

In 1968, members of Flotilla 8WR 33-2, designed the first Safe Boating Decal.

More recently, the Courtesy Marine Examination program was benchmarked against current recreational boater’s needs.  A study group comprised of industry, and other boating safety organizations were consulted to determine the next step in evolving the program.  The updated program was renamed the Vessel Safety Check (VSC) program.
